(Oct. 2007-Now) I am now working as a consultant to “Special Action Programme to Combat Forced Labour (China)”- it is a programme funded by the US Department of the State (USDOS) and administered by the International Labour Organization (ILO), together with the Ministry of Labour and Social Security (MOLSS). My duties are ranging from backstopping the project, liaising with a variety of stakeholders, ascertaining the feasibility of provincial linkage and organizing events, to developing project website and preparing implementation/progress report and conducting field visits. (Sept. 2004-Sept.2006) I served as a Programme Officer on "Start and Improve Your Business-SIYB China Programme” which was financially sponsored by DfID and technically administered by ILO in partnership and collaboration with the MOLSS. The objective of the SIYB Programme was to alleviate poverty and generate employment opportunities through provision of classroom-based training package in entrepreneurship promotion and business creation among special groups targeted. My major responsibilities were the following: Develop project website and maintain updates; Design Monitoring& Evaluation System based on online data exchange interface integrated with the project website, which enables efficient data collection and processing; Develop and operate Internal Learning Platform on which project stakeholders and users can participate in, contribute to and benefit from shared information, knowledge and interactive discussion; Process data analytically to feedback different levels of project management for various purposes, i.e. project progress report, social impact evaluation, etc.; Respond to enquiries and questions related to data at local level as well as provide trainings and technical assistance to facilitate reporting discipline; Liaise and coordinate with counterparts at various government levels in conducting joint activities such as market research, survey on target group and distance learning as well as other project service promotion events; Closely involved in the process of introduction, adaptation, localization and development of SIYB training package to suit Chinese contexts; Participate and facilitate (sometimes interpret) training and other occasions; Carry out research tasks assigned, either independently or as part of team. |

DfID recruited me as Executive Assistant in the beginning and then Corporate Social Responsibility (CSR) Coordinator on “State-owned Enterprise Restructuring and Enterprise Development”-SOERED Project. PricewaterhouseCoopers (PwC) and Business School of the University of Durham were contracted to provide support to a multitude of stakeholders in terms of institutionalization and human capital development. The project was aimed to address local poverty and employment issues by creating and capacitating business development service (BDS) organizations that provide advisory and financial services to invigorate micro/small business startup and entrepreneurship. As E.A, my responsibility included providing necessary executive and administrative assistance to expatriate consultants delivering outputs in BDS organization establishment; organizing training seminars and other promotional events; monitoring and evaluating project activities and progress, etc. This position generally entailed translation, communication, coordination and event facilitation; As CSR coordinator, I saw to promotion and implementation of CSR knowledge, awareness and practices under SOERED project framework in compliance with requirement of DfID. | Description: | before I won Chevening Scholarship1 in 2006 and studied MSc. in Social Policy and Local Economic Development at London School of Economics-LSE. Academically, my studies have been complementary to my practical working experience in conceptualizing social policy and development paradigm across developing& developed countries particularly in current contexts of intensified neo-liberal globalization. “Social Policy and Development” introduced to me how the State jointly works with other institutional actors to tackle poverty and inequality, improve human well-being and achieve sustainable development. We had intensive lectures, discussions and readings about continuum of development thinking paradigm and about many discrete but interrelated theoretical frameworks, which include improving governance and strengthening civil society (NGOs), supporting livelihoods of households in threat of urbanization and financial/trade liberalization, reforming institutions for gender mainstreaming, setting up social safety nets and social security regime to catch hold of the poor and the marginalized, etc. The studies of “Local Economic Development” enriched my knowledge in Economics and furthered my understanding of how globalization and regional development influence all dimensions of human society, for instance, how Washington Consensus doctrine mainstreamed and unleashed the forces for markets to integrate, trade to open, economies to agglomerate, technologies to innovate, multinationals to prevail, national governments to decentralize, policies to transform and democratization to be mobilized. |
